Boost control is used to ensure the turbo runs at the correct speed. Too slow and the engine will be underpowered and over fuel, too fast and the turbo could be destroyed as well as the engine! Wastegates come in many shapes and forms, and can be controlled by positive pressure, vacuum or electronically. Over time and due to the large operating cycles performed, as well as heat cycles etc, the internal components - like diaphragms and springs - can wear and become weak, causing adverse performance or failing altogether.
